Message	Might look at the language closer for seatbelt stuff in your local... from what I recall it has something to do with 'operating' a motor vehicle.. meaning the engine is running. If your buddies are pushing the car, then riding while coasting like dumbasses, doesn't sound like much 'operation' is taking place. Do you need to have a seatbelt on if you ride a shopping cart down a hill on the street? I think not. No difference as far as I can see. You probably violated some other law, but not a seatbelt law. Cop is a jackass (period).. should have just said WTF are you doing? please stop it... not cited you.
